Report On Illegal Drugs

The PNP elements of Imelda Municipal Police Station conducted buy-bust operation at Brgy. Poblacion, Imelda Zamboanga Sibugay Province at about 11:30 in the evening of July 2, 2016, that resulted to the apprehension of one (1) Kempee Ytang Ompoc, 25 year old, single, and a resident of the same place. Recovered from poseur buyer was one (1) pc small heat sealed containing white crystalline granules believed to be shabu and confiscated from his possession were four (4) pcs small heat sealed containing white crystalline granules believed to be shabu, two hundred forty five pesos (P245) including marked money, 2 pcs one hundred peso bill (Php 100.00), 1 pc twenty peso bill (Php 20.00), 3 pcs five peso coin (Php 5.00) and 1 pc ten peso coin (Php 10.00) and one (1) pc small black purse. Suspect was included in the drug watch list of said barangay as pusher/user. The operation was witnessed by Hon. Renato P. Basinang, Brgy. Captain of Poblacion, Imelda ZSP. The arrested person was brought to Imelda MPS together with the confiscated items for proper disposition. Investigator on the case is PO3 Jay-R C. Vacaro with cp # 09168962650.

In another report, a joint elements of Ipil Municipal Police Station of Anti-Illegal Drugs Special Operation Task Group (SAIDSOTG) led by PSUPT KENNETH H MISSION, COP, conducted buy-bust operation at Ricomar Pension House, Poblacion, Ipil, Zamboanga Sibugay Province at about 10:00 o’clock in the evening of July 2, 2016, that resulted to the arrest of one Rodulfo N. Delos Reyes, 29 years old, single, a resident of Purok Tubigan, Veterans Village, Ipil, ZSP and one Mark Anthony C Manigos, 21 years old, single, resident of Purok Nuevo 1, Sanito, Ipil, ZSP. Recovered/confiscated from the possession and control of the suspects are the following: three (3) pcs large heat sealed transparent plastic sachet of suspected shabu, one (1) pc medium and one (1) pc small transparent heat sealed plastic sachets suspected to be “shabu”, one (1) unit weighing scale, assorted illegal drug paraphernalia’s and three (3) pcs one hundred peso bills (Php 100.00) as marked money with serial number DU047408, CJ845466 and BT788420. The inventory and marking of recovered items/evidences was done at said place of operation and was witnessed by Hon. Hernani S. Casiano Jr. and Levitico N. Izon both councilors of Poblacion, Ipil, ZSP. Suspects are presently detained to Ipil MPS pending filing of appropriate charges before the Provincial Prosecutor’s office. In still another report, a buy bust operation was conducted by Malangas Municipal Police Station at Purok Malbay, Poblacion Malangas, ZamboangaSibugay Province at about 1:30 o’clock in the afternoon of July 2, 2016, that resulted to the arrest one Gina Gabasan Santillan, 27 years old, single, and resident of Pob. Malangas, ZSP, included in the drug watch list of Malangas MPS and her cohort Al Simbajon Tapinit, 37 years old, married, and a resident of Brgy Dansulao Malangas, ZSP. Recovered from the possession and control of Gina Gabasan Santillanare the following; three (3) pcs small heat sealed transparent plastic sachet of suspected shabu and buy bust items and recovered from her cohort Al Simbajon Tapinit, four (4) pieces 100 pesos bill with snDQ220111, snTM352818,snWQ907543and snWS361029 use as marked money. The operation was witnessed by Brgy Captain Solomon L. Aying and Brgy Kagawad Margie C. Caldoza both residents of Poblacion Malangas this province. Further, subject arrested persons were apprised of his constitutional rights or the miranda doctrine and was brought at Malangas MPS for booking purposes and proper disposition pending the filing of appropriate charges in court. In similar report, the elements of Kabasalan Municipal Police Station led by PSI MICHAEL FLORES SANGUAL, OIC in coordination with PDEA, Zamboanga Sibugay Province, conducted buy-bust operation against illegal drugs at PUROK B, BRGY POBLACION, KABASALAN, ZSP at about 9:50 o’clock in the evening of July 02, 2016, that resulted to the apprehension of one Ruel B. Ranque, 33 years old, single and resident of Brgy Poblacion, Kabasalan, ZSP, drugs watch-list on lambat-sibat in Kabasalan MPS. Confiscated from his direct possession and control are the following; one (1) piece transparent heat-sealed sachet containing white crystalline substance believed to be “shabu” marked as “RBR” (from his possession) and one (1) piece transparent heat-sealed sachet containing white crystalline substance believed to be “shabu” marked as “RBR-1” (buy-bust), one (1) piece five hundred peso bill (P500.00) with serial no. AP000951, six (6) pieces one hundred peso bill (P100.00) with serial nos. NO55018, NO63068, BD679350, HN398436, DC915713 and BE624788, three (3) pieces twenty peso bill (P20.00) with serial nos. AG703023, AR 291613 and CP987564, four (4) pieces fifty peso bill (P50.00) with serial nos. TP 709546, GP838098, JG072597 and PB826836, nineteen (19) pieces one peso coin (P1.00), one (1) piece lighter, one (1) piece field cap, one (1) unit cherry mobile cell-phone (color blue), one (1) piece leather wallet and two (2) pieces one hundred peso bill (P100.00) with serial nos. ZP209810 and ZF244101 as marked money. Inventory was conducted with the presence of Hon. Dexter C. Wooton, Brgy Kagawad, Poblacion, Kabasalan, ZSP and Mr. Ricarte Golingay, media representative. Suspect was apprised of his constitutional rights or the Miranda Doctrine. Suspect together with the confiscated items was brought to Kabasalan MPS for proper disposition and filing of charges. Investigator on the case PO2 Dalthon Jay Cane with cp no. 09361340762.

In a more recent development, the PNP elements of Imelda Municipal Police Station conducted a buy-bust operation at along National Road, P/Bougainvilla, Barangay Lower Baluran, Imelda, Zamboanga Sibugay at about 8:00 pm of July 5, 2016, that resulted in the arrest of Ernie Bajada Haquias, 32 years old, married, businessman, a resident of same place and under the drugs watch list municipal level top 9. Confiscated from his possession were three (3) pieces small heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu, one (1) piece big heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu, three (3) pieces one hundred peso (₱100.00) bills as marked money with serial numbers DD648775, WG752188 and H379969 and recovered from the poseur buyer is one (1) piece heat-sealed transparent plastic sachet of white crystalline substance believed to be shabu which he purchased from the suspect. Inventory markings and photographed of all the confiscated pieces of evidence was conducted at the place of transaction and witnessed by Hon. Procisa L. Orong, Barangay Chairwoman of Lower Baluran, Imelda, Zamboanga Sibugay. Suspect was then placed under arrest and was informed of his rights and brought to Wilfredo Palma Memorial Hospital, Diplahan, Zamboanga Sibugay as standard operating procedure and then brought to Imelda MPS for booking and documentation. A case is now being prepared for violation of section 5 and 11 of RA 9165 against the said suspect. Investigator-on-case is PO1 Milbert L Berjamin, with contact number 09053076406.

Voluntary surrender of drug users

The PNP elements of Imelda Municipal Police Station and Imelda Local Government Unit headed by Hon Roselyn V Silva, Municipal Mayor in the relentless campaign against illegal and the continuous conduct of awareness lectures by PINSP JOHN PETER N FALLAR, OIC, regarding the effects of

illegal drugs and its consequences against the law through barangay visitation at about 1:00o’clock in the afternoon of July 2, 2016,resulted to the voluntary surrender of the four (4) drug users to wit; Mark Yu Gallestre, 30 year old, Joseph Kim Tejada, 18 year old, Uldarico T. Limpag Jr, 46 years old and Melmar Emit Aguirre, 26 year old who was included in the drugs watch list (user), all were residents of Barangay Balugo, Imelda, Zamboanga Sibugay. At about 4:00o’clock in the afternoon of same date, eleven (11) personalities from Barangay Gandiangan, Imelda, Zamboanga Sibugay coordinated to their Barangay Anti-Drug Abuse Council headed by Evelyn Delfin, Barangay Chairwoman purposely to surrender at Imelda MPS with regards to their involvement in using illegal drugs, to wit; Elbon Delfin Ramirez, 19 year old; Jayson Barba, 22 year old; Danny M. Magrenia, 48 year old, Pablito E. Diada, 22 year old, Joey J. Manggapis, 26 year old, Carlito Sumiug Jr., 33 year old, Rad John Sumiog, 19 year old; Salik Sabuddin Saud, 21 year old, Gil Anthony Caragan, 17 year old, Aldren J. Rubinos, 20 year old and Radnie B Barba, 35 year old. The above mentioned personalities voluntarily confessed to be drug users and underwent interview to the intelligence operatives of Imelda MPS.
